4C's is dedicated to finding a match for each family's specific needs for child care from among the more than 1,300 licensed family and center-based child care providers in southern Alameda County. Our Resource and Referral specialists are available free of charge Monday-Friday, by telephone or in person, to discuss your needs – from infant care to before- and after-school programs. 4C's also operates the Bright Future Early Learning Center in the Elihu Harris State Building in Oakland.

4C's referrals are:

  • Personalized: Information about how you may be able to get help paying for child care and payment programs for income-eligible families.
  • Informative: Details on licensing regulations, how to screen child care programs, and questions to ask to ensure the right fit for your child and you.
  • Dependable: Our partnership with the California Department of Education ensures we maintain the highest standards of services for our community.
  • Peace of mind. We believe that parents know what is best for their children. Our role is to provide referrals, not recommendations. We can connect you with Community Care Licensing, the state agency responsible for screening and licensing child care services, for more specific information about each facility.

Our call-in hours are Monday, Tuesday, and Wednesday from 8:30 am to 4:00 pm and Thursday and Friday from 9:00 am to 1:00 pm. Call 510-582-2182. Visit our office and talk to our Resource and Referral Specialists in person, Monday-Friday, 9:00 am to 5:00 pm.
